Rights Fundraising Efforts
The Annual Report 2003 published in May 2004 reviews the implementation of activities and use of voluntary funds received by the Office of the High Commissioner for Human Rights in 2003 as set out in the Annual Appeal 2003. The Report provides a transparent and consolidated review of the achievements and impact of the Office’s work in one calendar year and highlights its improved performance in tackling complex human rights concerns. It reports that some US$ 44 million was pledged by some 61 donors in 2003 with an increasing tendency towards less earmarking and funding covering 70% of our overall budgetary requirements. The Annual Appeal 2004 launched in December 2003 outlines OHCHR’s voluntary funding requirements and seeks support from the international community for its mission to protect and promote human rights. It builds on the experience in preparation of previous appeals and strategies, while seeking to sharpen and strengthen those strategies. This year’s Appeal asks for some US$ 54.8 million which is a substantially a 12 per cent decrease compared to 2003 and aligns more accurately our plans with expected income. This funding is crucial in order to enable OHCHR to deliver advice and services on the ground. The support we receive to carry out our important work will be used in pursuit of security and justice for all victims of abuse, to combat racism and racial discrimination, to promote the rights of minorities and indigenous peoples, to protect civilians in the context of armed conflict, to promote women’s rights and effectively support the United Nations human rights mechanisms.
